2002年，中国南水北调工程开工，移民这道世界难题摆在了建设者面前。仅南水北调中线丹江口大坝加高工程，就需要移民安置34.5万人，其中湖北省有18.1万人、河南省有16.4万人。河南省丹江口库区需搬迁移民涉及南阳市淅川县的11个乡镇1276个村民小组。2011年12月20日，湖北、河南两省的南水北调丹江口库区大规模农村移民搬迁基本完成。解决了移民问题，就解决了中国南水北调中线工程建设的关键问题。　　作为移民的后代，《人民至上：中国南水北调移民纪实（英文版）》作者赵学儒、杜丙照、赵洋几次深入河南、湖北两省实地采访，见证了社会主义国家集中力量办大事的制度优越性；见证了南水北调移民搬迁的波澜壮阔和诸多背后的故事；见证了中国共产党和中国政府把几十万移民送到“心家园”的民生情怀。
