1. One of their men, speaking in English, remarked that he had worked in England for some years and that he was fed up to the neck with this war and would be glad when it was over.

他们中有个人会讲英语,他说已经在英国工作了好几年,他对这场战争真是烦透了,如果这场战争结束了,他会非常高兴的。

speaking in English 是现在分词短语,作定语,修饰One, 相当于定语从句who could speak in English。

be fed up (with ...): be annoyed /unhappy / tired of sth厌倦......

1. I'm fed up with waiting for her to telephone. 我等她的电话都等得不耐烦了。

2. What's the matter? You look pretty fed up. 怎么啦? 你显得那么不高兴。

3. I am just a bit fed up. 我只是有点厌倦了。

4. Mary told me straight out that she was fed up and wanted to leave. 玛丽坦率地告诉我,她厌倦了,想走。

up to one's neck:

1) in a difficult or unpleasant situation 深陷于......中

He's paid practically nothing and he's up to his neck in debt.

实际上他没掏一分钱,他已经负债累累。

She said she knew nothing about the robbery, but I'm sure she's in it up to her neck.

她说她对这起抢劫案一无所知,不过我敢肯定她深深卷入其中。

2) to be very busy 忙于......

I'm sorry but I won't be able to fix your TV for two weeks. I'm up to my neck in work right now. But I'll try to have it ready for you in time for the start of the football season.
